Man, 28, charged in kidnapping, rape

A note found scribbled in lipstick on a bathroom wall inside a Dover fast food restaurant Thursday led to the arrest of a Maryland man accused of kidnapping and repeatedly raping a 25-year-old acquaintance over the past week, city police said.

Brandon B. Turner, 28, of Rock Hall, Maryland, was charged with 12 counts of second-degree rape, kidnapping, receiving stolen property and breach of a release for not complying with a no-contact order, said Cpl. Mark Hoffman.

The incident began about 8:30 p.m. Oct. 23 when Turner grabbed the victim from a North Little Creek roadway and drove her to a home in the 1400 block of Long Point Road in Dover where he bound and gagged her with duct tape, police said.

Over the course of a week, Turner then allegedly had sex with the victim three times on Oct. 24, three times on Oct. 25, three times on Sunday, once on Monday, twice on Tuesday – all without the victim's consent, according to court records.

On Thursday, he and the victim went to McDonald's at 879 N. DuPont Highway, where she was able to leave the lipstick note on the wall indicating that she had been held against her will since Oct. 23, Hoffman said.

After a manager discovered the note, detectives were able to obtain surveillance video from the restaurant and nearby businesses that suggested the couple was on foot.

About 3 hours later, the pair was spotted by officers outside the Dover Mall where Turner was arrested. Turner was riding a green Kawasaki motorcycle reported stolen from state police Troop 9 in Odessa.

The woman, who was released unharmed, had obtained a court no-contact order against Turner after a previous Aug. 4 incident.

An investigation determined that Turner had held her for a week against her will.

Turner is being held at Vaughn Correctional Center near Smyrna after failing to post $651,500 cash bond.
